จากประสบการณ์การดำรงตำแหน่งผู้บริหารสูงสุดในองค์กรของรัฐ อาทิ การรถไฟแห่งประเทศไทย การรถไฟฟ้าขนส่งมวลชนแห่งประเทศไทย และในฐานะรองผู้ว่าการการทางพิเศษแห่งประเทศไทย ไม่เป็นเรื่องแปลกที่ ดร. ประภัสร์ จะถูกจัดให้รับบทผู้เชี่ยวชาญแนวหน้าของภาครัฐท่านหนึ่ง ในเรื่องการบริหารจัดการและการประเมินมูลค่าสินทรัพย์สาธารณะ และบ่อยครั้งในตำแหน่งนั้น ๆ ที่ดร.ประภัสร์มีเพียงคติพจน์ “เพื่อประโยชน์สุขส่วนรวม” เท่านั้นที่พอจะยึดเป็นเสาหลักได้

          ดร.ประภัสร์ จบนิติศาสตร์บัณฑิตจากมหาวิทยาลัยธรรมศาสตร์ มหาบัณฑิตสาขาอาชญวิทยาจากมหาวิทยาลัยรัฐแคลิฟอร์เนีย ณ เมืองเฟรสโน และดุษฎีบัณฑิตสาขาบริหารธุรกิจอุตสาหกรรมจากสถาบันเทคโนโลยีพระจอมเกล้าเจ้าคุณทหารลาดกระบัง

Having been at the helms of the State Railways of Thailand, the Mass Rapid Transit Authority of Thailand, and as Deputy Governor of the Express Rapid Authority of Thailand, Dr. Prapat is considered one of the leading public sector experts on public property management and valuation. During his times, Dr. Prapat has had to face many instances where the gavel must be struck for the greater public good.

Dr. Prapat holds a law degree from Thammasat University, a master’s degree in Criminology from California State University, Fresno, and a doctorate degree in Industrial Business Management from King Mongkut’s Institute of Technology Ladkrabang.
